Is Skyrim built for the PS3 or Xbox or PC?

Im basically just curious. I want to get Skyrim for the system it will be least buggy on. I know PS3 is more powerful, but that doesnt matter if the game is screwy. I will in the end be getting it on a console, so if skyrim is built FOR PC, then Ill probably get on xbox. Thanks.
