How powerful is a telescope when viewing from a skyscraper to objects below?

For example, if I viewed from the Sears Tower in Chicago and pointed it at a suburb 30 miles away, could I make out a person? Assume you can afford the most expensive telescope, if cheaper ones are not capable.
