What was the first boat to get up on plane?

The first planing hull is credited to Commodore Ralph Munroe, a proa (sailboat) he built in 1898. This boat reportedly attained hull speeds of more than twice the wind speed. I would hazard a guess that the native Hawiians beat this by decades. Although not usually thought so, a surfboard is a hull, and planes on the downslope of a wave.
