Is my teacher ok, or is she really a bad teacher?

Technically she is allowed to do what she is doing, although this is far from being an effective teaching method. If you have any questions or don't understand, you should definitely ask her for help. If she ridicules you or refuses to answer your questions, try again after class. If she still refuses, document the incident (date, time, what happened) and speak to your guidance counselor.
